Parish Clerk/RFO Vacancy

North Luffenham Parish Council is seeking a highly organised and self-
motivated individual to take on the role of Parish Clerk and
Responsible Financial Officer.

Location: North Luffenham, Rutland (Remote Working)
Hours: 13 hours per week
Salary: In accordance with the National Joint Council (NJC) pay scales as
recommended by NALC and SLCC, dependent on qualifications and
experience
Closing Date: 25 th July 2025


The Parish Council of North Luffenham, comprising 8 councillors, is
seeking a proactive and organised individual to serve as Parish Clerk
and Responsible Financial Officer.


This is a part-time, flexible role working from home with attendance at
evening council meetings. The Clerk is the council’s principal executive
and adviser, responsible for implementing decisions, managing finances,
preparing agendas and minutes, and ensuring compliance with legal and
procedural requirements.


Key Responsibilities
 Prepare agendas and take minutes for council meetings
 Manage the council’s finances, including budgeting, payments, and
audit preparation
 Provide legal and procedural advice to the council
 Assist with administrative activities of the village Field Gardens
Trust charity, of which the Parish Council is the Trustee
 Maintain council records and correspondence
 Liaise with residents, contractors, and external bodies
Training & Development
Training and support will be provided, including the opportunity to obtain
the Certificate in Local Council Administration (CiLCA)—a nationally
recognised qualification for parish clerks.

Ideal Candidate
 Excellent administrative and communication skills
 Financial literacy and attention to detail
 Strong IT skills, including MS Office and Google Docs
 Ability to work independently and manage time effectively
 Previous experience in local government or administration is
desirable but not essential
