On 20th October 2025, the eight councils published a draft of the proposal submission and accompanying appendices. This draft was then considered by each Council as part of its own governance process. Further engagement was also undertaken with key stakeholders including MPs and Ministry of Housing Communities and Local Government. Having considered any feedback received a number of refinements and amendments were made which have been built into the final submission.
