Access to the old railway line at South Luffenham withdrawn.

South Luffenham have informed us of an access closure and this may affect walkers from North Luffenham.

The owners of the land behind Gatehouse Lane have informed the Chairman that they have decided to withdraw access to the old railway line via the field behind Gatehouse Lane. Access was originally allowed through a permitted access route which expired in 2011. They allowed access to continue through goodwill but have recently decided to withdraw this as some people were allowing dogs to run in the crops and were not clearing up after them.

Fly Tipping on the Oval

It has been brought to my attention that someone has tipped their garden waste (buddleia branches) on the Oval behind the new electricity sub-station.

The Oval is not a place to deposit your garden waste, this should either be put in your green bin or taken to the Civic amenity site on the road to Morcott. There is no charge for taking your waste there

Empingham Garden Club

“Empingham Garden Club – next meeting is on Monday 28th February at the Cricket Club, when guest Geoff Hodge will give a talk on ‘Propagation’.  Geoff is a well-known  garden writer, regularly appearing in various national gardening magazines.
Talk starts at 7.30pm – refreshments and raffle.  All welcome – £2 for non-members. 

Renewable energy at St George’s Barracks ?

We have been thinking about renewable energy and the possible use of North Luffenham airfield as a wind and solar site. We have been attending parish council meetings to open a dialogue along these lines. We would be interested in the thoughts of the North Luffenham residents and your feedback which you can post on the wall.

North Luffenham Parish Councilor Vacancy

We currently have a vacancy for one Councillor on the Parish Council. We have now been given permission to co-opt without an election.

If you are interested in being co-opted on to the Parish Council and meet the following criteria then please contact the Parish Clerk for more information

Criteria:

You must either be on the 2021 Register of Electors for North Luffenham and/or during the previous 12 months prior to appointment by co-option, either have occupied as owner or tenant any land or premises in the parish or had their principal or only place of work in the parish, or have resided either in the parish or within 3 miles of the parish boundary.

Rutland Local Plan

Rutland County Council has issued a ‘Call for Sites’ as one of the very first steps in the process to develop a new Local Plan.

Local Plans are important documents that help to determine the outcome of planning applications and other planning decisions. Every Planning Authority (including Rutland County Council) must have a Local Plan that states what can be built and where building should take place over a period of at least 15 years. By setting the pattern for future development in a particular area, Local Plans also help to decide where investment is needed for infrastructure like roads, schools and health services.

A ‘Call for Sites’ is one of the very first stages of developing a new Local Plan. During the Call for Sites, individuals, landowners and developers are asked to suggest areas of land which they think may be suitable for future development like new housing or space for businesses, depending on the county’s needs. Submitting land as part of the Call for Sites only places that land in front of Rutland County Council for consideration, ahead of formal public consultation. Submitting land for inclusion in the Call for Sites does not mean it will automatically become part of the Local Plan or receive planning permission.

Rutland’s Call for Sites was issued on Friday 4 February and notification has been sent to all those on the Council’s Local Plan mailing list. This will be followed by the ‘Issues and Options’ stage of Local Plan-making, which is due to take place in spring 2022. This is critical to the development of the Local Plan and will outline the long-term strategic planning issues facing Rutland, such as housing, employment, services and facilities, climate change and carbon reduction, and impact on infrastructure. An Issues and Options consultation will ask residents, businesses and other stakeholders whether they agree with the issues that have been identified and, importantly, which options provide the best solutions to those issues.

The process to develop a new Local Plan for Rutland that will cover the period up to 2041 is expected to take around four years. Queen’s Platinum Jubilee

The Queen’s Platinum Jubilee will take place in June this year. The Parish Council hopes volunteers will come forward to form a Steering Group that will organise events. There will be a meeting in the Community Centre on Wednesday 9th of February at 6.30pm to see what support there is.

Bench News 2

With further exciting news on benches in North Luffenham (we know how to attract people to the web site…) a new bench was installed on the Oval today.

This was purchased by the Parish Council from the Men and Women in Sheds project in Oakham, and has a special space left free for pushchairs or wheelchair users.
