Village Survey 2020

We want your views! What is good about the village and what is not so good? How would you like it to develop in the next 10 to 20 years?

The foundation of the Neighbourhood Plan, currently being developed by a Working Group of North Luffenham Parish Council + residents , is what you, as villagers, say is important. As the name suggests the Neighbourhood Plan is a plan for the whole Parish, and if adopted has legal status and means that any development within the Parish must take account of its policies. A major factor in the decision to develop an NP is the proposed development of St Georges Barracks, and an NP would enable the village to have a significant influence on how the site is developed.

To find out exactly what you think and want, we have issued a new village survey – available both online and in paper hard copy. The purpose of this survey is to update and refresh the findings of the previous Village Survey, undertaken in 2017, to ensure our Neighbourhood Plan reflects what the Community wants to happen.

The Online version of the Village Survey 2020 can be found via the link below.

https://docs.google.com/forms/d/e/1FAIpQLScYAMA0rCLuOps5-DpWqMTkfmxohuXSkLLyvfMhz_6YeOcqVQ/viewform

Villagers over 16 are welcome to complete the survey either individually or on behalf of members of your household. The questionnaire should take about 15 minutes to complete.

Your opinions matter and will help to protect and enhance village life, so please complete the survey and attend and participate in the public meetings.

Paper copies of the questionnaire will be collected approximately 10-14 days after being delivered. It can be completed on the village website but please indicate in the boxes below that you have done so, when you hand in the form.

There are comment boxes in each section of the questionnaire. Please feel free to use them, as any additional comments would be greatly appreciated in helping to form the correct picture of what you think and want.

You may feel that some of the questions are not relevant, not of interest to you or maybe you would prefer not to answer. If that is the case, please leave them unanswered.

The responses will be analysed collectively and no individuals will be identified in any published results.

Public meetings, when feasible, will be held to further inform and gather comments in order that the Neighbourhood Plan will have as wide a range of views as possible.

The Parish Council is registered with the Information Commissioner’s Office and any personal information will be held in accordance with the Data Protection Act.

Neighbourhood Plan Steering Group

A Neighbourhood Plan Steering Group has been formed and is meeting every two weeks and aims to produce a Neighbourhood Plan in a years time. The Plan is essentially a planning document for the whole parish and if adopted will have legal status. This could be important for the village in helping us to influence the development of St. George’s Barracks if the proposal goes ahead as planned.

Residents will be informed via the website and newsletters as to progress and there will also be open meetings with the aim of consulting on the structure and content of the plan.

Members of the Steering Group are listed below and can be contacted by email for more information and would welcome at any stage comments, suggestions, ideas  and any offers of help.

Neighbourhood Plan

Neighbourhood Plan for North Luffenham

Taking control of planning in the village

How would you like the Parish of North Luffenham to look in 10 to 20 years time? The Village Survey of 2017 indicated that the general environment and proximity to the countryside were very important and being part of a community as important to the residents of North Luffenham

The proposed development of St. George’s Barracks, with a new town bigger than Uppingham, is a threat to the environment of North Luffenham in terms of visual impact and increased traffic. The local parish councils are striving to reduce the numbers of houses in the development, but it is likely that there will be some utilisation of the former airfield.

A Neighbourhood Plan enables local communities to control the planning of the area in which they live and work. It can be used to:

  • Develop a shared vision for your neighbourhood.
  • Choose where new homes and other development should be built.
  • Identify and protect important local green spaces.
  • Influence what new buildings should look like.

It is essentially a planning document for the whole of the parish, and as such can influence any development on St. George’s within the parish boundary.(p.t.o.)

Only a Parish Council can initiate a Neighbourhood Plan, but it can only be successfully impact the St Georges development with the support of the village and the Parish Council wants your help and enthusiasm to see it through.

There will be a presentation  at the Community Centre on 9th December at 7.0 pm.

The parish council feel it is important to the future of the village so please, if you are able, try and attend either just to know more or would like to be involved in some way.

All welcome; please do come.

Prize giving for Village Plan Survey submissions

The Village Plan survey offered a prize for a meal for two at The Fox and everybody who did the survey was invited to enter a telephone number. The draw took place at The Fox and the winning number was drawn by one of the bar staff.

Myra was the lucky winner and decided to have lunch with a friend.

They had an enjoyable meal.

(The Steering Group for the Village Survey are grateful to Jason Allen, landlord of The Fox, for providing the prize).

A reminder that there will be a presentation of the results of the Village Survey at 7 pm on Thursday 25th January in the Community Centre.

Look to your right

The Village Survey has been written up and if you look to right you will see a link that takes you to the report and perhaps something to read over the holiday period.

Feedback and comments welcomed.

There will be a presentation in the Community Centre of the survey on Thursday 25th January 2018 at 7pm.

And finally: The Prize Draw Entry: this is for the two course meal and a bottle of house wine at The Fox: the draw will take place at The Fox on 21st December at 7pm in the upstairs room.

Prize Draw

The prize draw for the Village Plan Survey will take place on Thursday 21st December 7pm in the upstairs room at The Fox.

There will be a random selection of a telephone number from all those entered in the survey.

The prize is for a two course meal for two with a bottle of house wine at The Fox and the winner will be contacted on that phone number.

Update on Village Plan.

The Village Plan Survey has now been has now been concluded and the Steering Group would like to thank all those who took part in the survey. There has been a very good response and significantly represents the views of the village. There were many comments and the essence of these will be incorporated into the final document.

All of the answers have been entered onto a database and will be analysed and the final document produced over the next few weeks. This will then be distributed to each household as well as being available on the website.

The prize draw for the two course meal for two at The Fox will take place at The Fox and this will take place in September (date will be advised on website).

Closing Soon: Village Plan Questionnaire.

A big thank to all those villagers who have completed the Village Plan Questionnaire so far. The response rate  for the adult population is about 50% and for a self completed questionnaire this is an excellent result. All areas of North Luffenham Parish have been well represented and will give a good overall opinion as to the views of the Parish.

The online questionnaire can still be completed but will close on midnight Sunday 11th June.

A short summary will be posted online in the near future and in due course a full analysis and written report will be delivered to each household as well as being on the village website.

Distribution of the Village Plan Questionnaire

Over the next two weeks the Village Plan Questionnaire will be delivered to each house hold and the Parish Council would be grateful if each adult in the household could complete the questionnaire,  this will only take about 15 minutes. There is a much shortened questionnaire for 11 – 15 year olds as the Parish Council would also very much appreciate their opinions. One to two weeks following delivery, will be collected, or you can deliver them personally to the ‘post box’ in The Fox.

The questionnaires can also be completed online by clicking on following link:

VILLAGE PLAN – OPEN MEETING – MON 7th NOVEMBER 2016 AT 7.30pm

To help the Parish Council understand the future needs of the village and the aspirations of everyone that lives here we are planning to write a Village Plan. An initial “Open Meeting” to discuss how we are best to tackle this initiative is to be held in the Community Centre on Monday 7th November at 7.30pm. The meeting is open to all and we look forward to explaining what we hope to achieve and to seek input from a cross section of the village. More details are contained in the attached briefing note:

” THE VILLAGE PLAN” – Volunteers Needed

“THE VILLAGE PLAN”

The Parish Council has identified that to enable it to make strategic decisions about the development of the village and to manage its’ day to day business and meet the aspirations of villagers, it is important that a Village Plan be developed. The type of issues to be considered will include: environment; planning / development; transport and roads; recreational facilities; health; community issues; education; community safety; volunteers; senior citizens; youth / youth activities and any other issues considered relevant. We live in a beautiful place and our plan is likely to concentrate on how we can protect its character, influence any future proposed development and where appropriate enhance its facilities. We believe that our Village is a great place to live and would benefit from having a plan that identifies those things that must be protected or enhanced and those things that need to be improved for the greater good of the whole community. Over time we anticipate the Village Plan evolving into a Neighbourhood Plan, which includes some level statutory protection in terms of planning and development.

Researching, developing and writing such a plan is a major piece of work, that is likely to take a year or more to achieve. It needs to be undertaken by enthusiastic volunteers within the community and is not the sole responsibility of the Parish Council. We intend to enable everyone in the village to have a say and will actively encourage participation by all.

CAN YOU HELP?

We will need help in project management; the development of a questionnaire; analysis of findings and in conducting surveys and focus groups.

If you can help please contact: Paul Cummings (Tel: 720124 / pbgcummings@gmail.com) or Tim Smith (Tel: 360083 / tim.smith2818@btinternet.com)
