ST GEORGE’S BARRACKS – REVIEW MEETING – 22 JUN 18
On 22 Jun 18, Sir Alan Duncan MP Chaired a meeting to review the St George’s Barracks Masterplan. Invited were representatives of Rutland County Council, their consultants, RegenCo, the Ministry of Defence (Defence Infrastructure Organisations), County Councillors and representatives of a number of Parish Councils.
Though not an official record of the meeting, which has yet to be published, please find attached a summary of the notes that I made at that meeting. My personal perceptions are included in the final paragraph of the document.
The most important outcome of the meeting was an agreement to form an Advisory Group to work with RCC to help inform the Barrack Development Plan.

There is a session of poppy making in our village this Saturday, 16th June, at the Community Centre, from 2 pm to 4.30 pm. No need to bring anything. Please come along with friends and family. All welcome.

The Rutland Community Wellbeing Service has organised four events for local voluntary organisations and community groups. These free short events (no longer than a half day) are intended to provide some initial awareness of topics that may affect local groups.

St Georges Barracks: HAVE YOUR SAY ON THE DEVELOPMENT MASTERPLAN CONSULTATION
There is just one week left to comment on the draft Masterplan consultation that proposes to turn St.Georges Barracks and the airfield training area in to a new town and large quarry. If you are concerned about these proposals then make sure your voice is heard, the more comments received from the local community the more chance we have of influencing the final form of the development.
Our influence has already been felt in the choice of options, the chosen option includes a ‘green gap’ between the new town and North Luffenham because the Parish Council lobbied on your behalf on this point. So what you say now matters.

Key Issues to consider in your response
1. The scale and density of the proposed new town; is this ‘Right for Rutland’? If build as currently proposed the new town will have 3,500 homes, this equates to about 9,800 people. Rutland’s total population is currently only about 38,000 people. What do you think?
2. While we welcome the Masterplan’s proposal for a green gap to separate the village from the new town is this green gap wide enough? The current plans also suggest that much of the green gap should be given over to playing fields. The Parish Council feels that the green gap could be wider, a proper ‘greenbelt’ between our village and the new town and that it should not be suburbanised with playing fields. We feel the last point is of particular importance as it poses a real risk to the green space: unused playing fields have been sold off for housing development and if well used they pose a threat of development creep with clubhouses and night time flood lights. We believe the green gap should be part of the proposed country park and available for the quiet enjoyment of all local residents.What do you think?
3. The Masterplan proposes that a quarry should be developed to within a few hundred metres of North Luffenham and that it should extend up to the southernmost boundary of the old airfield. This poses a noise and pollution risk to our village. The Parish Council believes there should be a wider separation zone, and that the quarry should not cross south of the old airfield taxi way. This would provide a better buffer zone, be less intrusive in the wider landscape and would also conserve an access corridor to the proposed heritage and ecology zone around the Thor Missile Sites. Importantly this access corridor would continue to provide fantastic views over the Chater valley, views that would be lost to the public if the site was quarried.What do you think?
4. The Masterplan does not currently set out any clear plans for the infrastructure that will (or won’t) be provided before and during the building of the new town. We feel this is a major omission. In addition to the issues already mentioned the acceptability of the proposals will depend on improvements to major road junctions and how the routes the inhabitants of the new town are steered (through careful design and planning) to use in getting to and from it.What do you think?

ST GEORGE’S BARRACKS – HAVE YOUR SAY NOW
The deadline for the submission of comments on the proposed development at St George’s Barracks has, at our request, been extended to 14th Jun 18. If you say nothing, RCC will accept your tacit support to the proposed new town of 3,570 new homes, an industrial estate and a 200 hectare quarry on your doorstep. It is really important that you have your say using the questionnaire provided or by email using the pro forma at: https://www.stgeorgesrutland.co.uk.

WHAT WORTH THE WORD OF OUR COUNTY COUNCIL ??
On Friday 11th May, Rutland County Council released the first draft of the Master Plan (https://www.stgeorgesrutland.co.uk) for the redevelopment of St George’s Barracks. The event had plenty of gloss, but in reality very little substance. Certainly the group that I sat with felt that this was a lost opportunity to bring something really positive to the County. There is nothing in the plan that will attract tourism, our highest income earner, to the County. The scope of the imagination of the planners is really limited and appears to follow a commitment to cram as many houses as possible into the limited space available. The huge future quarry site which covers almost 50% of the site in the plan is termed as a “Country Park”, but you will have to live for a long time to see it.
You will recall that in December, when the proposed development was presented to us, the Chief Executive of the Council made a number of assurances to us, which included key planning assumptions:
• This would be a typical Rutland village with a wide variety of houses and excellent amenities, including the development of a hotel and leisure facilities on site.
• The infrastructure bid proposals were based on a development of 1,500 to 3,000 new homes (3,000 being the top estimate if the whole site was available for development).
• The planning density was to be no more than 20 Homes/Hectare.
I am afraid that every one of these critical commitments has been broken. A coach and horses has been driven through these assumptions and it is now clear that the brief given to the planners was to design a new town for more than 3,000 new homes, regardless of how much land was available after the designation of the vast quarry site. As a result, though not explicit in the documentation, the proposal will include swathes of terraced homes, town houses and apartment blocks, none of which can be found in any typical Rutland Village. The proposed total density of Housing has increased from “no more than 20 Houses / Hectare” to 30 houses per hectare and in some areas considerably more. What is proposed is a new dormitory town stuck in the heart of this Rural County, that has been designed for ‘anywhere’, with precious disregard for everything that makes Rutland special. Maybe an appropriate name for the new town should be “Rutland Forsaken”. This cannot be considered to be Right for Rutland.
It is therefore essential that everyone see the ‘exhibition’ in the School Hall on Wed 16th May from 6.30pm to 9pm and takes the opportunity to tell the County County Council and the ReGenco Planners what they think about their proposals. This really will affect you and your families for years to come.

There will be an Extraordinary Meeting of the Parish Council (Trust) to be held on Thu 10 May 18 at 7.30pm. The meeting will be held in North Luffenham School Hub (Off the School Hall). Members of the Public are welcome to attend, however there will be no public forum at this meeting.
