PC Peter Icke, our Community Police Officer reports that there has been an increase in burglaries and break-ins recently across Rutland and the surrounding areas. He has kindly agreed to hold a property marking event at The Fox on Saturday 28th October from 3pm. As well as marking Garden tools, lawnmowers, bikes etc, he will have available UV pens and a selection of shed alarms, timer switches, smart water kits and information to help you secure your home.

The replacement defibrillator has arrived, is in the cabinet at The Fox, and ready for use.

Latest Rutland South Crime Report for September 2017 received from PC Icke.
- 2nd 10:25 – 3rd 17:25 – Burglary Dwelling Church Lane Lyddington – Flat instrument used to force utility window – selective search, pillar case used to remove items – exit via rear door.
- 4th – North Luffenham – 08:45- 09:00 – Vehicle left unattended whilst parent takes child into school, on their return vehicle found with scratch to front side wing.
- 5th Empingham road, Normanton, between 14:00 -15:00 vehicle left unattended at side of the road, on owners return passenger window found smashed and items stolen.
- 6th-7th Aldgate Ketton – 20:30 – 08:00 – JCB left secure in compound. Between relevant times person/s unknown cause damage to vehicle by smashing rear window by unknown means, no attempt to gain entry to the vehicle. No suspects/witnesses.
- 8th – 20:00 – 08:00 Manor Green Ketton – Theft of 2 mountain bikes from rear garden.
- 8th -13th –Empingham Road Ketton – notice board damaged by persons unknown who have melted a hole in the Perspex and written graffiti on it with black marker pen with the words ”admin crew”
- 18th – Digby Drive North Luffenham – Overnight theft from van with tools being stolen.
- 22nd-25th – Tixover – Theft of gates and pens for sheep handling.
- 23rd – Ketton – Burglary dwelling – Between 19:30-10:30 re patio door glass smashed and entry gained.
- 29th – Dewyes Close North Luffenham – overnight unknown persons have stolen items from rear garden.
Current local priorities:
The issues identified are includes Hare coursing, criminal damage to land and crops, and theft. This is an issue for the rural community and we will look to conduct regular targeted patrols and joint cross border work with Lincolnshire police around this issue and through Op Galileo.
North Luffenham Garden Club
The Garden Club new season kicks off on Thursday 12 October at 7.30pm with a talk by Steffe Shields, photographer and landscape consultant entitled ‘My Green Studio.”
Subscriptions of £10 for the coming year will be due, which gives free entry to all monthly meetings, which are held in the village community centre. Any new members are most welcome.
Public Meeting – The Future of St George’s Barracks – Thursday 26th October 2017
There will be a public meeting in the North Luffenham School Hall on Thursday 26th Oct 17 at 7PM to discuss the proposals for the future development of St George’s Barracks. The meeting will be addressed by Helen Briggs, Chief Executive of Rutland County Council who will discuss the outline proposal and explain how the proposed Partnership with MoD will work.
This is an opportunity to hear at first hand what is proposed and to address the Chief Executive. This initiative will have a significant impact on the village over the next 20 years and I do hope that as many as possible will take the opportunity to hear what is planned and to have an opportunity to help shape the future of the Barracks site, a significant portion of which currently lies within the village boundary.

Future of St George’s Barracks
On 25th Sep Cllrs Cummings and Smith attended a briefing held jointly by Rutland County Council and the Ministry of Defence (MoD). The aim of the meeting was to outline how the County Council and MoD intended to work in Partnership to identify the most appropriate future use of the site in line with the Councils objectives and requirements and to secure the best possible outcome for St George’s site, local communities and the wider county.
The key points raised by the Chief Executive in her introduction were:
- The MoD decided last year that St George’s Barracks would close by 2021 – this decision at present remains extant.
- Since then MoD and RCC have been in active discussions about the possibility of developing a Private/Private Partnership designed to maximize the potential for the site.
- The site was a 300 Hectare Brownfield site with enormous potential in a most favorable position close to A1 / A47, and Rutland Water.
CE RCC identified the shared vision that was being developed. The intent was to create:
- A new ‘Garden village’, – the new village would be well-designed, built to a high quality and attractive to meet local housing needs, including affordable housing.
- A business enterprise zone
- Leisure and recreation facilities
- Minerals extraction
She indicated that this would be a long term project with phased development over 10-15 years. With supporting infrastructure, including roads, Utilities, Broadband etc being put in place prior to development.
The Parish Council have indicated their wish to work closely with MoD and to be able to represent the views of the villagers of North Luffenham. Helen Briggs, the Chief Executive has agreed to come to North Luffenham to present the Council’s vision to the village. Plans are being drawn up to hold this meeting on 25th or 26th October. Further details will be published in due course.

Oval Tree Inspection
The Parish Council has commissioned Rutland County Council to survey all of the trees on the Oval to review their health and ensure the safety of users of the Oval and adjacent householders.
Over the past few days the Forestry Officer from Rutland County Council has inspected all the trees on the Oval – we await his report which will be published on line in due course.

Rutland Local Plan Review – Parish Council Response
Rutland County Council are reviewing the Local Plan in order to extend the plan period to 2036 and to provide for any additional new housing, employment or other development that may be needed over the extended plan period.

Good News – Oval Play Equipment

The Parish Council have been advised that over the next week 3 new pieces of play equipment will be installed on The Oval. These are a Cradle Swing, a Zip Wire and a Climbing frame.
Please note that the equipment should not be used until all necessary safety checks have been completed as part of the commissioning process.
This will complete Phase 1 of the process of modernising and improving play facilities on the Oval. Much more is to be done and we are looking for volunteers to join a working group to develop ideas for the improvement of the play area.
I am thrilled that the new equipment is now being installed and would wish to thank Cllr Steve Marson for his hard work in getting us this far – many thanks indeed.

Piano and Organ Recital

This is a “not to be missed” opportunity to enjoy the playing of two of Barrowden’s truly accomplished musicians, John Comber and Jean Swinbanks. They have put together a fascinatingly eclectic range of music for both organ and piano.
The recital will showcase pieces as contrasting as Elgar and Gospel, Bach and Jazz – and you’d have to travel a long way to find such a diverse mix!
The recital starts at 12:30 with an interval at 13:15 when light refreshments will be served – wine, soft drinks, coffee and small eats. We plan to finish at about 14:00
Seating for the first 40 who apply will be in the nave, and after that it is free seating, a bit like flying with easiJet but more fun!
Amazingly there is no charge for the recital. However there will be a collection at the end with all donations going towards the cost of the new Thirlmere Organ. The pieces that John plans to play are designed to demonstrate the versatility of this new piece of kit!
Please let us know as soon as possible if you wish to come – then we can make plans for the catering. And oh yes, bring a friend, the more the merrier!
