Technical Problem

Your voice has been heard

Remember this: ‘It’s time to raise your voice’. Rutland County Council (RCC) had previously proposed that in its consultation on the ‘Statement of Community Involvement’ (SCI) that consultation on the Local Plan could only be done online via their proforma, limited to 400 characters.

North Luffenham Parish Council (NLPC), and other parishes objected strongly on the grounds that this seriously limited feedback on the Local Plan.

RCC have now agreed that the SCI will make it clear that paper and email responses to planning consultations will be accepted and that a proforma is not mandatory.

But your voice needs to be heard again as the final consultation on the Local Plan  began on the 27th August and lasts just six weeks. This is the only chance to influence the St George’s plan – once the Local Plan is agreed, development WILL go ahead and planning permission cannot be denied.

NLPC knows from surveys it has carried out that an overwhelming majority of the parish are against the sheer scale of this proposed development and will vigorously challenge the soundness of the Local Plan. This is the time to make your voice heard – we need as many residents as possible to independently raise objections and this needs to be done in the six week period.

Just saying you don’t agree to the Local Plan will not be sufficient, objections need to be specific. NLPC will post and circulate advice on how to make your opposition effective, covering the lack of meaningful consultation, transport and sustainability issues.

ADVANCED NOTICE OF AIRFIELD BEING OUT OF BOUNDS FOR CIVILIAN USE

Can I please advise that the North Luffenham Airfield will be placed out of bounds to all civilians.

This is due to military training being conduct outside of the usual training times for a continuous 48hr period. Please see below for dates and timings.

  • Training commencing – 1000hrs on 6th Sept 2020.
  • Training complete – 1600hrs on 8th Sept 2020.

RCC Local Plan Public Consultation

The Local Plan: A note from Cllr Gale Waller

You will be aware that Rutland County Council has entered its final public consultation stages on the Local Plan (the Plan which gives approval to housing and employment development sites such as at St George’s Barracks).  Details, including how to respond, can be found here: https://www.rutland.gov.uk/my-services/planning-and-building-control/planning/planning-policy/local-plan-review/ There is a help line for those of you who have difficulty viewing the on line documents through which you can book a slot to view hard copy at Catmose.  Many parishes are also offering residents the opportunity to view a hard copy in the parish.  Contact your parish clerk or chairman for information.  RCC is asking for responses (to be in by 9 October) via their on line form (large print is available from RCC) but you can send in a letter or an e-mail. Beeching Cuts Reversal

Have you thought it would be great to reinstate some of the railway lines axed under the Beeching Cuts. It is not such a pie in the sky idea as in 2019 the Government promised £500 million ‘Beeching Reversal’ fund.

The possibility of re-instating Luffenham railway station and providing services in the Corby direction as well as Oakham & Stamford/Peterborough has been raised by the Welland Valley Rail Partnership. This would be a long term project and the first step would be a feasibility study and therefore there is uncertaintainty that it could be enacted. However it is an interesting suggestion, it chimes with the times, and North Luffenahm Parish Council would be interested in comments to this post, in the Neighbourhood Plan questionnaire, or to clerk@northluffenham.org.uk

Fallen Tree on Footpath

A tree has fallen onto the footpath from Digby Drive over the field to Moor Lane. A resident has kindly cut off some branches and it is possible to walk under the tree. It appears to be stable but please take care. It has been reported to Rutland County Council.

Village Survey 2020

We want your views! What is good about the village and what is not so good? How would you like it to develop in the next 10 to 20 years?

The foundation of the Neighbourhood Plan, currently being developed by a Working Group of North Luffenham Parish Council + residents , is what you, as villagers, say is important. As the name suggests the Neighbourhood Plan is a plan for the whole Parish, and if adopted has legal status and means that any development within the Parish must take account of its policies. A major factor in the decision to develop an NP is the proposed development of St Georges Barracks, and an NP would enable the village to have a significant influence on how the site is developed.

To find out exactly what you think and want, we have issued a new village survey – available both online and in paper hard copy. The purpose of this survey is to update and refresh the findings of the previous Village Survey, undertaken in 2017, to ensure our Neighbourhood Plan reflects what the Community wants to happen.

Villagers over 16 are welcome to complete the survey either individually or on behalf of members of your household. The questionnaire should take about 15 minutes to complete.

Your opinions matter and will help to protect and enhance village life, so please complete the survey and attend and participate in the public meetings.

Paper copies of the questionnaire will be collected approximately 10-14 days after being delivered. It can be completed on the village website but please indicate in the boxes below that you have done so, when you hand in the form. 

There are comment boxes in each section of the questionnaire. Please feel free to use them, as any additional comments would be greatly appreciated in helping to form the correct picture of what you think and want.

You may feel that some of the questions are not relevant, not of interest to you or maybe you would prefer not to answer. If that is the case, please leave them unanswered. 

The responses will be analysed collectively and no individuals will be identified in any published results. 

Public meetings, when feasible, will be held to further inform and gather comments in order that the Neighbourhood Plan will have as wide a range of views as possible.

The Parish Council is registered with the Information Commissioner’s Office and any personal information will be held in accordance with the Data Protection Act.

Theft in the village

We have received a report about the theft of tools from a vehicle parked on the road in North Luffenham in the last week, please be vigilant for suspicious activity

South Luffenham Table Top Sale – Saturday July 25th

Tabletop Sale
Have you had a good clear out whilst in lockdown? Have items that are too good for the tip? Would like to help raise money for Macmillan Cancer research?
On Saturday July 25th in the South Luffenham Village Hall there will be a tabletop sale from 10am-4pm to raise donations for Macmillan Cancer research as we will not be able to hold the usual coffee morning to support them in September. It will be carried out within the recently published Covid19 guidelines for Village Halls with numbers in the hall at any one time being monitored, gloves available and facilities for hand sanitiser and hand washing in place.

Update on donations for Rutland Foodbank

On behalf of the Rutland Foodbank I’m pleased to say thank you to everyone involved in the Community Collections Scheme. No-one could have predicated the situation we find ourselves in and the impact upon our local communities. Already this financial year the Foodbank has helped over 550 people in food poverty. The number of referrals is rising and we anticipate an increase in the rate of referrals as furlough ends and sadly firms need to make redundancies. 

Your extremely generous donations were so well timed that we now have healthy stocks in the warehouse of certain items but there are a few products that we will always need regularly. I wonder if I might take this opportunity to refocus the current shortages and ask that you consider asking your community to pop these in the collection box. We really appreciate donations of the long-life sponge pudding packs and Smash-type potatoes. We have very good supplies of toiletries at the moment but do run short of disposable razors quite regularly. Unfortunately we cannot accept fresh or homemade food or food past the best before/use-by date. At the moment we are blessed with mountains of baked-beans, tinned soups, dried pasta and cereals so for the moment we would ask not to donate these until further notice.

Occasionally we run very short of an item so in that situation we put a shout-out on the Rutland Foodbank Facebook page (it’s accessible to browse even if you are not signed up for Facebook). If you need to contact the foodbank team directly please email on info@rutland.foodbank.org.uk 

RCC Covid-19 Newsletter

Dear resident,

I had hoped I wouldn’t be writing another covid newsletter but with the very recent news of Leicester City being put in lockdown I feel I must.  As I write Rutland still has very few confirmed cases or coronavirus related deaths but neither the local authority nor the police can legally stop people visiting our beautiful county and, unknowingly, bring the virus here.  So, to keep safe, the message remains: wash your hands frequently and thoroughly; social distance when going out and stay at home as far as possible.

Meanwhile Rutland County Council officers are working hard to keep us all safe and are also working very closely with colleagues in Leicester and Leicestershire, albeit virtually, to ensure we learn from what is happening in Leicester.  Therefore don’t expect things in Rutland to return to normal any time soon.  There are no plans to open libraries and the museum nor the CA site at Cottesmore (North Luffenham remains open) and day to day business such as reviewing parking problems will not be happening; the Council simply doesn’t have the capacity.  Rutland Council’s web page for Covid is regularly updated https://www.rutland.gov.uk/my-services/health-and-family/health-and-nhs/health-and-support-services/coronavirus/ and offers useful information and the help line, 01572 729603, remains open during office hours.  Please feel free to contact me if you need any help. Rutland County Council Meeting re Local Plan Consultation

There will be a virtual meeting of ‘The Growth and Infrastructure and Resources Committee’ via Zoom on Thursday 11th June at 7 pm. The main item of interest is Agenda Item 8. Under discussion is the ‘Statement of Community Involvement’ and it is proposed to alter this so that it is mainly online. The obvious result is that people without access to, or are not familar with using IT, will not be fully informed or engaged.

A parish councillor of NLPC has submitted a deputation questioning how, in view of the proposed changes, residents can engage with consultations concerning the Local Plan, which has profound implications for the county and, in particular, North Luffenham.
